China to Advance Energy Conservation and Carbon Reduction at a Higher Level and with Higher Quality

The General Office of the Communist Party of China Central Committee and the General Office of the State Council recently published the Opinions on Advancing Energy Conservation and Carbon Reduction at a Higher Level and with Higher Quality (the "Opinions").

The Opinions make systematic arrangements for advancing energy conservation and carbon reduction under the new circumstances, clarifying overall requirements, key tasks, and implementation pathways. The Opinions identify five key tasks: (1) collaboratively promoting the energy conservation, carbon reduction, and green transformation; (2) vigorously advancing energy conservation and carbon reduction in key sectors; (3) further strengthening supervision and management of energy conservation and carbon reduction; (4) reinforcing support and safeguards for energy conservation and carbon reduction efforts; and (5) mobilizing the whole society to participate in and practice energy conservation and carbon reduction. Notably, in the industrial sector, the Opinions call for comprehensively improving energy efficiency in key industries such as steel, non-ferrous metals, petrochemicals, chemicals, and building materials, and organizing and implementing a number of industrial projects for energy conservation and carbon reduction. In the field of digital infrastructure, actions will be taken to promote energy-saving and carbon-reduction upgrades of infrastructure such as computing power facilities, communication base stations, and data centers, and support the development of green, low-carbon, intensive, and circular computing infrastructure.
