The Ministry of Human Resources and Social Security (MOHRSS) and two other departments have released the Implementation Opinions on Efficiently Complementing the "One-stop Government Services" for Employee Hiring (the "Opinions").
The Opinions specify that efficiently handling the "one-stop government services" for employee hiring shall be taken as an important approach to continuously optimize the business environment and improve the efficiency of public services. Efforts will be made to reduce the procedures, materials, time limit, and the number of required visits, promote the realization of "one-time notification, one-form application, one set of materials, single-window (or terminal) acceptance, and one-stop online completion" for cross-departmental matters, foster a fair, transparent, convenient, and efficient government service environment, and stimulate the vitality of business entities and social creativity, thereby supporting high-quality economic and social development. The Opinions clarify that, in efficiently handling the "one-stop government services" for employee hiring, five tasks shall be effectively completed: (1) clarifying matters to be handled jointly; (2) optimizing business processes; (3) expanding service channels; (4) strengthening digital and intelligent empowerment; and (5) establishing coordination mechanisms. The Opinions further require localities to strengthen organization and implementation, enhance publicity and guidance, and ensure that the work is effectively and thoroughly carried out.
