NMPA Seeks Comments on the Mandatory National Standard "General Requirements for Cosmetic Safety"

Recently, the National Medical Products Administration (NMPA) has drafted the mandatory national standard "General Requirements for Cosmetic Safety (Draft for Comment)" (the "Draft") and is now soliciting public comments. The deadline for submitting comments is May 18, 2026.

The Draft sets out general requirements, raw material requirements, and product requirements for cosmetics. It applies to cosmetics manufactured and marketed within the territory of the People's Republic of China, but does not apply to cosmetics intended solely for sale outside China. The Draft is intended to replace GB 7916-1987 Hygienic Standard for Cosmetics. Compared with GB 7916-1987, in addition to structural adjustments and editorial revisions, the major technical changes include: revising the title of the standard; deleting the general provisions; adding a scope section; incorporating normative references; and adding terms and definitions for "cosmetics," "cosmetic ingredients," "prohibited substances," "restricted substances," "preservatives," "UV-filters," "colorants," "hair dyes," "packaging materials," "cosmetic labelling," and "children's cosmetics," among others.
