Recently, the General Administration of Customs (GAC) has released the Administrative Provisions on the Record-filing for Importers and Exporters of Imported Food (Draft Revision for Comment) (the "Draft") and is now soliciting public comments. The deadline for submitting comments is April 30, 2026.
The Draft proposes the following revisions: (1) optimizing record-filing procedures and requirements; (2) unifying the categories of imported food; (3) shortening the processing time for record-filing; and (4) strengthening comprehensive supervision over record-filing. In particular, the Draft removes unnecessary documentation requirements, providing that enterprises applying for record-filing as food importers are only required to complete the Information Form for the Record-filing of Food Importers. It also streamlines the filing items, reducing the required items in the Information Form for the Record-filing of Food Importers from 20 to 16, and cutting the required items in the Information Form for the Record-filing of Overseas Exporters or Agents of Imported Food from 20 to 10. In addition, the Draft shortens the Customs processing time for the record-filing of food importers from five working days to three working days. For the record-filing of overseas exporters or agents of imported food, for which no processing time limit had previously been specified, the Draft now clarifies that Customs shall complete processing within three working days.
