Five Authorities Jointly Advance Deep Integration of the Credit System Across All Areas and Processes of the Transportation Sector

Recently, the Ministry of Transport (MOT) and four other authorities have issued the Implementation Opinions on Improving the Credit System in the Transportation Sector (the "Opinions").

Focusing on three dimensions "system, data, and application," the Opinions set out key tasks and measures. First, they call for improving the credit management system. Measures are proposed in five areas: enhancing credit management mechanisms, standardizing the credit evaluation in the sector, implementing graded and classification regulation, improving incentive mechanisms for good faith and disciplinary measures for dishonesty, and establishing a unified credit restoration system for the sector. These efforts aim to strengthen institutional design at key stages and reinforce regulatory safeguards. Second, they seek to strengthen the foundation of credit information data. The Opinions propose establishing comprehensive, complete, and accurate credit records; enhancing the collection and sharing of credit information; improving proactive credit information push mechanisms; and refining systems for public disclosure and security protection of credit information, thereby enhancing the data support capacity for credit-based regulation in the transportation sector. Third, they aim to expand the application of credit mechanisms. Focusing on four directions—strengthening full-chain safety supervision, maintaining fair market competition, regulating service activities, and optimizing the consumer environment—the Opinions seek to broaden application scenarios and enhance the service capability of credit-based regulation in the transportation sector.
