State Council to Revise Administrative Regulations on the Registration of Social Organizations

The State Council has promulgated the Decision on Revising the Administrative Regulations on the Registration of Social Organizations (the "Decision"), with effect from the date of promulgation.

The Decision, consisting of eight articles, mainly involves: (1) in response to the difficulties in the merger and exit of industry associations and chambers of commerce, adding provisions on the circumstances of merger and termination of such organizations; (2) in response to the lack of institutional provisions for debt disposal at the time of deregistration, adding provisions to allow competent business authority, industry administrative authority, registration authority, or interested parties to lawfully apply to a people's court for the designation of relevant parties to form a liquidation group to carry out liquidation; and (3) in response to the lack of responsible entities to apply for deregistration, clarifying that relevant industry associations and chambers of commerce shall handle change registration and deregistration in accordance with these Regulations, and where such organizations are unable to handle the procedures independently, the registration authority shall handle the matter accordingly upon request by the competent business authority, industry administrative authority, or relevant authorities.
