Recently, the Ministry of Industry and Information Technology (MIIT) has released the Guide for Developing a Standard System for Safety and Emergency Equipment (2026 Edition) (the "Guide").
The Guide proposes that, by 2028, a standard system tailored to the innovation-driven development needs of the safety and emergency equipment industry will be basically established, with more than 38 national-level standards formulated or revised in total. The public service capacity for safety and emergency equipment standards will be enhanced to promote the high-quality development of the industry. To this end, the Guide clarifies the structure and overall framework of the standard system for safety and emergency equipment and sets out six key areas of development: (1) foundational and common standards; (2) equipment product standards; (3) enabling technology standards; (4) system coordination standards; (5) industry service standards; and (6) sectoral application standards. Among these, enabling technology standards cover four areas—artificial intelligence, digital twins, communication technologies, and others—and are intended to guide the integration and application of new technologies in the field of safety and emergency equipment, thereby enhancing the high-end and intelligent development of such equipment.
