China Unveils 20 Major Targets in the Draft Outline of the 15th Five-Year Plan

On March 5, 2026, the State Council prepared the Outline of the 15th Five-Year Plan for National Economic and Social Development of the People's Republic of China (Draft) (the "Draft") and submitted it to the Fourth Session of the 14th National People's Congress for deliberation. Xinhua News Agency subsequently released a summary of the Draft.

The Draft covers major development targets and indicators, key strategic tasks, and major projects, among others. It specifies 20 major targets. In terms of economic development, three targets are set focusing on growth, structure, and efficiency. Taking into account both domestic and international conditions and various relevant factors, and balancing needs with feasibility, the Draft proposes maintaining GDP growth within a reasonable range, with specific annual targets to be set in light of circumstances. This is intended to lay a solid foundation for doubling per capita GDP from its 2020 level and reaching the level of moderately developed countries by 2035. With respect to innovation-driven development, three targets are proposed relating to innovation inputs and outcomes. Notably, the Draft calls for average annual growth of more than 7% in total R&D expenditure across society, consistent with the target set in the 14th Five-Year Plan, to ensure sustained intensity of R&D investment. In terms of improving people's wellbeing, seven targets are proposed, covering employment, income, education, medical services, health, and support for the elderly and children.
