Three Authorities Deepen Natural Resource Factor Support to Promote the Reform and Development of Elderly Care Services

Recently, the Ministry of Natural Resources (MNR) and two other authorities have jointly released the Several Measures on Deepening Natural Resource Factor Support to Promote the Reform and Development of Elderly Care Services (the "Measures").

With the main focus on "reducing land use costs and revitalizing the use of existing space," the Measures advance innovative policies on natural resource factor support, establish a full-chain support system, and promote the upgrading of elderly care service safeguard from a model of "basic coverage" to one focused on "quality improvement, efficiency enhancement, and burden reduction." In particular, the Measures adopt a multi-pronged approach from the planning stage through land supply, with the aim of establishing a low-cost land-use policy framework. At the land supply level, land for non-profit elderly care institutions shall be fully guaranteed to the greatest extent and allocated in accordance with law, with land grant fees exempted; for for-profit elderly care land, flexible models such as long-term leasing and "lease-first-then-transfer" arrangements shall be comprehensively implemented, with land grant fees allowed to be paid in installments over two years. In addition, local governments are encouraged to reasonably determine the base price for the transfer of land for commercial elderly care purposes, provided that it is not lower than the minimum price for negotiated transfers, so as to effectively ease enterprises' initial funding pressure.
