MOF Fully Promotes Nationwide Cross-provincial Reimbursement of Fiscal Electronic Invoices

Recently, the Ministry of Finance (MOF) has issued the Circular on Fully Promoting Cross-provincial Reimbursement of Fiscal Electronic Invoices (the "Circular").

According to the Circular, building on earlier pilot programs, China will fully roll out cross-provincial reimbursement of fiscal electronic invoices, with the relevant application functions to be officially launched by the end of 2026. The Circular provides that all fiscal electronic invoices printed under supervision by provincial authorities shall adopt nationally unified formats, coding rules, and electronic invoice data standards, and shall be connected in real time, as required, to the National Fiscal Electronic Invoice Public Service Platform, so as to be fully included within the scope of cross-provincial reimbursement. The Circular further clarifies that each province shall, in accordance with nationally unified standards and requirements, rely on the National Fiscal Electronic Invoice Public Service Platform to develop application functions for cross-provincial reimbursement of fiscal electronic invoices, enabling real-time nationwide sharing of fiscal electronic invoices and providing the public with cross-provincial reimbursement services such as cross-provincial aggregation, status inquiry, authenticity verification, reimbursement locking, and reimbursement feedback.
