Five departments, including the Ministry of Finance (MOF), have jointly released the Circular on Relevant Matters Concerning Duty-free Shops at Ports of Entry (the "Circular").
The Circular sets forth the following provisions: (1) One port-of-entry duty-free shops will be established at each of 41 ports of entry, including Wuhan Tianhe International Airport. Notably, after the establishment of the port-of-entry duty-free shop at Hengqin Port, inbound resident travelers entering from Macao will be permitted to purchase a certain quantity (within CNY15,000) of duty-free goods at that shop. (2) Port-of-entry duty-free shops at 11 ports of entry will remain open, including Haikou Meilan International Airport and Shekou Cruise Center. (3) Port-of-entry duty-free shops at three ports of entry, namely, Qingdao Liuting International Airport, Guangzhou East Railway Station, and Jiangmen Port, will no longer be established. After passenger flight routes at Xiamen Gaoqi International Airport are relocated to Xiamen Xiang'an International Airport, the port-of-entry duty-free shop at Xiamen Gaoqi International Airport will no longer be established.
