CNIPA Strengthens the Operation and Management of IPR Protection Centers and Rapid Rights Protection Centers

Recently, the China National Intellectual Property Administration (CNIPA) has issued the Opinions on Strengthening the Operation and Management of Intellectual Property Rights Protection Centers and Rapid Rights Protection Centers and Advancing High-Quality, Rapid and Coordinated IPR Protection (the "Opinions").

According to the Opinions, by 2030 China will establish a number of high-quality national intellectual property rights (IPR) protection centers and rapid rights protection centers, with more coordinated and improved work mechanisms, more precise and high-quality pre-examination and confirmation of patents, more timely and standardized assistance for rights protection, smoother and more efficient coordinated protection services, and more comprehensive and orderly public services. Rapid and coordinated IPR protection will be deeply integrated into the implementation of major national strategies and effectively serve the development of key local industries. To this end, the Opinions set out 12 major tasks, including strengthening support for precise IPR services and enhancing graded and categorized management of filing entities. The Opinions emphasize aligning with regional development strategies, focusing on key and core technologies, and strengthening guidance and services for patent portfolio planning and rights protection assistance. For matters extending beyond the service regions or industrial fields of protection centers, support will be provided for conducting cross-regional patent pre-examination within provinces.
