SAMR Issues the Action Plan for Enhancing Professional Competence in Quality Certification

Recently, the State Administration for Market Regulation (SAMR) has issued the Action Plan for Enhancing Professional Competence in Quality Certification (2025–2030) (the "Plan").

According to the Plan, by the end of 2026, China will effectively resolve issues related to inadequate assumption of primary responsibilities by certification bodies and certification personnel, and establish a full life-cycle traceability system for certification—one in which "certification rules are publicly accessible, and certification processes and results are traceable." By 2030, three major challenges will be effectively addressed: the lack of strong public credibility in the certification industry, insufficient support for high-quality development, and limited influence in international markets. By that time, the quality certification industry will have achieved high-quality development and formed a professional competence system featuring government guidance, industry collaboration, institutional leadership, and talent support. To achieve these goals, the Plan sets out eight key tasks from two aspects: strengthening the compliance baseline for quality certification and raising the professional capacity standards of the certification industry. The Plan specifies, for example, the need to deeply advance compliant operations by certification bodies, reinforce their primary responsibilities, and strengthen their technical foundations.
