The General Administration of Customs (GAC) and three other departments have jointly issued the Announcement on the Pilot Program for Implementing Classified Management Measures for Imported Food and Drug Substances (the "Announcement"), effective from the date of release.
The Announcement decides to implement classified management for certain imported food and drug substances on a trial basis. The pilot program calls for list-based management of imported food and drug substances, with dynamic updates. The specific list can be seen in the List of Food and Drug Substances Subject to Trial Classified Supervision of Imports (the "List"). For substances covered in the pilot program, enterprises shall carry out their business in good faith and in strict accordance with laws and regulations. When handling import clearance procedures, they shall clearly declare product usage and assume the responsibility for truthful declaration pursuant to the law. For goods included in the List, if the import is declared for medicinal purposes, the Clearance Form for Imported Drug shall be submitted. If the import is declared for other purposes, the Clearance Form for Imported Drug is not required.
