NDRC Seeks Comments on Administrative Measures for National Emerging Industry Innovation Centers and Others

The National Development and Reform Commission (NDRC) has drafted the Administrative Measures for National Emerging Industry Innovation Centers (Draft for Comment) (the "Draft") and the Administrative Measures for National Industrial Technology Engineering Centers (Draft for Comment) to solicit public opinions by December 12, 2025.

According to the Draft, national emerging industry innovation centers shall undertake eight key tasks, such as strengthening the building of innovation ecosystems, promoting the deep integration of innovation chains, industrial chains, funding chains, and talent chains, and building an innovation ecosystem with close collaboration among government, industry, academia, research institutions, and end-users. The centers will generally operate as corporate legal entities with diversified equity structure and well defined governance framework. The Draft stipulates that the NDRC shall conduct an operational evaluation every three years, focusing on the centers' contributions to major national strategies and their performance indicators such as innovation investment. The centers entering the preparatory stage may propose innovation capacity building projects, which may receive support from the NDRC as per the administrative provisions on investment from the central budget.
