Recently, the Department of Electronic Information of the Ministry of Industry and Information Technology (MIIT) has released the Standard Conditions for the Printed Circuit Board Industry (2025 Edition) (Draft for Comment) (the "Draft") and the Administrative Measures for the Announcement of Standards for the Printed Circuit Board Industry (2025 Edition) (Draft for Comment) to solicit public comments. The deadline for submitting comments is November 18, 2025.
According to the Draft, printed circuit board (PCB) manufacturing projects shall not be established in areas where the construction of industrial enterprises is expressly prohibited under national laws, regulations, rules, or plans. Existing enterprises within such areas shall be dismantled and closed down or shall strictly control their scale and gradually relocate in accordance with applicable laws and regulations. The Draft also specifies that new PCB projects with low technological levels and aimed solely at expanding production capacity shall be strictly controlled. In addition, the Draft encourages the cluster development of the PCB industry and the construction of industrial parks with complete supporting facilities, and calls for the cultivation of a group of "specialized, sophisticated, distinctive, and innovative" enterprises with international influence and advanced technologies.
