MIIT Issues the Administrative Measures for the Establishment of National Public Service Demonstration Platforms for SMEs

Recently, the Ministry of Industry and Information Technology (MIIT) has issued the Administrative Measures for the Establishment of National Public Service Demonstration Platforms (Bases) for Small and Medium-sized Enterprises (the "Measures"), which take effect on the date of issuance.

The Measures consist of general provisions, application requirements and establishment objectives, establishment procedures, dynamic management, and supplementary provisions. The term "public service platforms (bases) for small and medium-sized enterprises" as mentioned in the Measures refers to two types: platforms and bases. The MIIT is responsible for coordinating the establishment, recognition, and management of the demonstration platforms (bases) and for strengthening guidance and supervision over their establishment and operation. According to the Measures, entities applying for the establishment of demonstration platforms (bases) must meet certain criteria, including "having operated the platforms (bases) for three years or more and not being included in the list of entities with serious dishonest acts." The establishment of demonstration platforms (bases) aims to achieve multiple objectives, including orienting services toward the needs of small and medium-sized enterprises (SMEs) and significantly enhancing the software and hardware capacity of the platforms (bases). The Measures also specify that the establishment procedures include issuance of notices, advancement of establishment, evaluation and acceptance, public announcement and recognition, as well as summarization and promotion.
