The Ministry of Public Security (MPS) recently drafted the Regulations on the Internal Security Protection of Entities (Draft Revision for Comment) (the "Draft") to solicit public opinions by November 23, 2025.
The Draft mainly involves: (1) adjusting the scope of application of the original regulations; (2) reinforcing the primary responsibilities of entities; (3) detailing the requirements for internal security protection work; (4) strengthening information security protection within entities; (5) stressing the roles of security protection departments and personnel; (6) specifying qualification requirements and safeguard measures for security protection personnel; and (7) enhancing prevention requirements for key entities under public security protection. Notably, the Draft further clarifies the scope of key entities under public security protection in light of current trend and practical need, and specifies the criteria for the classification and identification of such key entities. Special provisions, including those on the protection of critical areas within key entities and the security background checks of relevant personnel, are also set forth.
