CAAC Seeks Comments on Administrative Provisions on General Aviation Operation

The Civil Aviation Administration of China (CAAC) has revised and formulated the Administrative Provisions on General Aviation Operation (Draft for Comment) (the "Draft") for public consultation by November 22, 2025.

The Draft mainly proposes the following revisions: (1) adhering to a classified management to enhance precise supervision; (2) clarifying management requirements to enhance market regulation and consumer rights protection; (3) improving information reporting mechanisms to stress interim and ex post supervision; and (4) strengthening industry self-regulation to improve integrity system. Notably the Draft specifies that, in order to foster the general aviation market of different categories, reinforce the functions and attributes of general aviation operations of different types, and avoid a "one-size-fits-all" regulatory approach, the revisions consider the nature of business operation activity, focus on ten typical application scenarios of general aviation and the low-altitude economy, and reorganize the general aviation operation projects into five main categories, namely, "passenger transport", "personnel transport", "cargo transport", "training", and "others". The corresponding legal obligations and regulatory requirements for each category of general aviation enterprise are also introduced.
