The National Development and Reform Commission (NDRC) has recently released the Provisions on the Criteria for Determination and the Supervision and Administration of Treatment of Major Power Accident Hazards (Draft for Comment) (the "Draft") for public consultation by October 28.
The Draft consists of General Provisions, Criteria for Determination of Major Hazards, Investigation and Treatment of Major Hazards, Supervision and Administration, Legal Liability, and Supplementary Provisions. The criteria for determining major hazards have been expanded from 8 articles in the 2022 edition (covering about 20 major hazards) to 10 articles (covering about 50 major hazards). The newly added determination criteria address the flooding of power plants; quality management of power construction projects; establishment of office and living quarters in power construction and maintenance (including technical renovation) projects; and compliance of special operations personnel with operational requirements, while other provisions have also been refined and further detailed.
