Two Ministries Issue Guidelines for High-Quality Development of Industrial Parks

The Ministry of Industry and Information Technology (MIIT) and the National Development and Reform Commission (NDRC) have recently jointly issued the Guidelines for the High-Quality Development of Industrial Parks (the "Guidelines").

The Guidelines set out 19 development directions across seven areas: strengthening specialized and competitive industries; refining spatial governance within parks; fostering high-quality enterprises; enhancing industrial scientific and technological innovation capacity; promoting deep integration of the digital and real economies; advancing green and safe development; and raising the level of openness and cooperation. Among the specific measures, the Guidelines call for strengthening the development and application of new information infrastructure, including advancing the deployment of 5G, gigabit optical networks, IPv6, and mobile IoT within parks, in order to promote the integration of the industrial internet into industrial parks. The Guideline also support the appropriate development or effective utilization of data storage and computing infrastructure, along with enhanced coordination and scheduling of computing power resources within parks. Furthermore, parks with suitable conditions are encouraged to establish facilities for artificial intelligence, cloud computing and other emerging technologies, as well as to improve the application of open-source operating systems, thereby consolidating the foundation for digital and intelligent development.
