The National Health Commission (NHC) and the Ministry of Finance (MOF) have jointly issued the Administrative Norms for Childcare Subsidy System (for Trial Implementation) (the "Norms"), effective from the date of issuance.
The Norms identify four priorities: (1) streamlining the application and review process; (2) clarifying the timing and channels of disbursement; (3) strengthening information management; and (4) enhancing supervision and administration. Notably, the Norms set forth the eligibility for childcare subsidies, simplify the required application materials, and optimize the application procedures, with online applications as the primary channel. Big data will be fully utilized in the review process to effectively ease the burden at the grassroots level. Preliminary review and confirmation shall be completed within 30 working days in principle. Meanwhile, the Norms require that childcare subsidies shall be calculated on an annual basis and disbursed in a lump sum once a year. Each province shall determine the disbursement timing in light of local circumstances; at least one batch will be centrally disbursed per quarter, and actions will be taken to ensure that subsidies are distributed in time and in full. Disbursement will be made to the applicant's or infant's bank card or other financial accounts.
