MOF Seeks Comments on the Standards for Basic Accounting Practices

Recently, the Ministry of Finance (MOF) has released the Standards for Basic Accounting Practices (Draft for Comment) (the "Draft") and the Operational Guidelines for Preparing Accounting Vouchers and Maintaining Accounting Books (Draft for Comment) to solicit comments from the entities concerned. The deadline for submitting comments is September 30, 2025.

The Draft consists of six chapters and 49 articles, including general provisions, accounting organizations and positions, handover of accounting work, accounting operations, accounting supervision, and supplementary provisions. The main contents are as follows: (1) adjusting the framework structure; (2) introducing requirements for accounting practices under information technology conditions; (3) strengthening internal control requirements in basic accounting practices; and (4) improving the responsibilities and authorities of accounting personnel in exercising accounting supervision. In particular, the Draft adds the position of "accounting software administrator" under the requirements for accounting positions, clarifying its responsibilities, authorities, and incompatible positions. In addition, the Draft introduces requirements for the handover of accounting software data as part of the accounting work handover process.
