Two Authorities Release Action Plan for Stabilizing Growth in the Electronic Information Manufacturing Industry

The Ministry of Industry and Information Technology (MIIT) and the State Administration for Market Regulation (SAMR) have jointly released the Action Plan for Stabilizing Growth in the Electronic Information Manufacturing Industry (2025-2026) (the "Plan").

According to the Plan, by 2026, the electronic information manufacturing industry in five provinces will each yield a revenue of more than CNY1 trillion, the server industry will exceed CNY400 billion in scale, the domestic market penetration rate of color televisions of 75 inches or above will surpass 40%, and personal computers and mobile phones will become more intelligent and advanced. The Plan calls for focusing on industry applications and consumer scenarios, coordinating resources across special programs, and continuously strengthening the supply capacity of electronic products; further pursing innovation in AI terminals with higher-level intelligence, and encouraging localities to promote innovative applications of AI terminals; encouraging small and medium-sized enterprises to pursue differentiated development in niche sectors; accelerating the initiation of industry standards and realizing shortened timeframe for standard formulation; and establishing an intellectual property quality evaluation indicator system. The Plan also stresses the actions to fully implement special initiatives to boost consumption and encourage financial institutions to develop consumer finance businesses for electronic information products; strengthen technological and product innovation and boost the consumption of traditional electronic products such as mobile phones, computers, and televisions.
