MOFCOM Implements Anti-Circumvention Measures on Certain U.S.-origin Optical Fiber Products Starting Today

Recently, the Ministry of Commerce (MOFCOM) has issued Announcement [2025] No. 48, publicly releasing the decision on the anti-circumvention investigation concerning imports of certain cut-off shifted single-mode optical fiber originating in the United States.

According to the Announcement, starting from September 4, 2025, import operators of certain cut-off shifted single-mode optical fiber originating in the U.S. shall pay the applicable anti-dumping duties to the Customs of the People's Republic of China. The anti-circumvention measures on imports of certain cut-off shifted single-mode optical fiber originating in the U.S. will be effective from September 4, 2025, until April 21, 2028, which coincides with the expiration date of the anti-dumping measures on imports of dispersion unshifted single-mode optical fiber originating in the U.S.
