Recently, the State Administration for Market Regulation (SAMR) has issued the Action Plan for Holistic Enhancement of Legal Metrology Technical Institutions (the "Plan").
The Plan sets out that by 2030, legal metrology technical institutions will have a clearer positioning, a more deeply entrenched system-wide development concept, and significantly enhanced performance capabilities. The provincial coverage rate of standard-setting for compulsory inspection projects is expected to remain above 90%. Metrology support will provide strong support for the implementation of major national strategies, development in key sectors, and construction of major engineering projects, thereby significantly enhancing the capacity for economic transformation and upgrading. To achieve these objectives, the Plan outlines five key tasks, including: guiding the innovation and development of legal metrology technical institutions with a holistic perspective, enhancing high-end metrology and testing service capabilities, safeguarding both legal metrology and livelihood-related metrology. Specifically, the Plan calls on market regulation authorities and industry metrology management departments to establish pilot programs and evaluation mechanisms for the transformation and application of technical service outcomes, in order to accelerate their transformation and broader application. Legal metrology technical institutions are required to establish mechanisms for transforming technical service outcomes into practices, strengthen communication and coordination with end users, incorporate transformation benefits into distribution mechanisms, and stimulate intrinsic motivation of personnel.
