NMSA Issues Administrative Measures for Monitoring, Early Warning, and Response to Mine Safety Risks

Recently, the National Mine Safety Administration (NMSA) has issued the Administrative Measures for the Monitoring, Early Warning, and Response to Mine Safety Risks (for Trial Implementation) (the "Measures"), which will take effect on November 1, 2025.

According to the Measures, mine safety risk early warning information refers to alarm signals issued by the monitoring and early warning system after monitoring, identifying, and analyzing various safety risk indicators during mine production and construction. Based on the severity of risks and other factors, early warning information is classified into four levels—red, orange, yellow, and blue—in descending order. The Measures stipulate that mines, their superior enterprises, and mine safety regulatory and supervisory authorities shall establish a closed-loop workflow for monitoring, early warning, and response, consisting of "duty inspection – early warning reception – response and handling – analysis and assessment – verification and feedback." This workflow shall clarify the responsible entities, personnel, specific responsibilities, and procedures, and ensure prompt response and handling of early warning information. In addition, the Measures require mine safety regulatory and supervisory authorities to respond to early warning information by category and level, taking into account the type of mine and the primary body responsible for daily safety supervision.
