Recently, the China National Intellectual Property Administration (CNIPA) has issued the Circular on Focusing on the Promotion of "Dual Five-Star" Patent Commercialization and Accelerating the Implementation of a Batch of Patent Industrialization Projects (the "Circular").
According to the Circular, "Dual Five-Star" patents refer to patents in the stock patent revitalization system of universities and research institutes that have received a five-star self-rating from the patent-owning institution and at least one five-star rating from an enterprise. The Circular specifies priority support for data mining, promotion, matchmaking, and implementation of "Dual Five-Star" patents, with the aim of advancing the revitalization of existing patents held by universities and research institutes, focusing on key technology fields, accelerating the industrialization of high-value patents with strong technological content and promising market prospects, and continuously expanding the scope and impact of high-value patent industrialization to significantly enhance economic and social benefits. The Circular also sets out the working methods and related requirements.
