Five Authorities Promote Standardized Development and High-quality Growth of Chemical Industry Parks

Recently, the Ministry of Industry and Information Technology (MIIT) and four other authorities have jointly issued the Circular on Advancing the Standardized Development and High-quality Growth of Chemical Industry Parks (the "Circular").

According to the Circular, efforts will continue to be made to ensure standardized development and recognition management of chemical industry parks. A review of provincial-level measures for the recognition of chemical industry parks will be conducted, and relevant recognition management authorities must submit their regional implementation rules for the recognition and management of chemical industry parks to the MIIT's Department of Raw Materials Industry by August 15. The MIIT, together with relevant authorities, will focus on identifying issues such as missing or incomplete requirements and relaxed standards, and will provide feedback on rectification opinions to the relevant provinces by September 15. The Circular further requires strict management of chemical industry park recognition. Relevant provincial-level recognition management authorities must revise and improve their provincial rules in accordance with the MIIT's rectification feedback by October 30. Until the revisions are completed, recognition of new chemical industry parks will be suspended. For parks that have already been recognized, a review in accordance with the revised provincial rules must be completed by the end of 2025.
