SAMR Seeks Public Consultation on Draft Compliance Guidelines for Metering Practices of Urban Utility Enterprises

The State Administration for Market Regulation (SAMR) has recently issued the Compliance Guidelines for Metering Practices of Urban Water, Electricity, and Gas Utility Enterprises (Draft for Comment) (the "Draft") for public feedback until September 3.

The Draft serves as a systematic consolidation of the compliance requirements for utility enterprises set out in the Metrology Law of the People's Republic of China (Revised in 2018), its Implementation Rules (Revised 2022), and other relevant laws, administrative regulations, mandatory national standards, and technical specifications in the water, electricity, and gas sectors. The document is structured into three parts: General Provisions, Compliance Requirements for Metering Practices, and Supplementary Provisions, comprising seven chapters and 24 articles. It proposes to regulate enterprise practices in five areas, including "establishing sound metrology management systems and clearly defining the respective responsibilities of departments and personnel", and "strengthening full-process management of metering instruments, covering selection, verification, warehousing, rotation, and decommissioning,
