Recently, the Supreme People's Procuratorate (SPP) and three other authorities have released the Typical Cases on Comprehensive Implementation of Family Education Guidance in Handling Cases Involving Minors (Fourth Batch) (the "Typical Cases").
The Typical Cases highlight three main features: First, a focus on parental education and guardianship for minors involved in criminal offenses. All six cases involve minors who committed criminal offenses, with their families generally exhibiting inadequate guardianship or improper discipline. Targeted family education guidance was provided to address these issues at their root, helping to resolve the underlying challenges in the upbringing of minors and supporting the education and rehabilitation of juvenile offenders. Second, an emphasis on the quality and effectiveness of case handling. The 28 minors involved in these cases showed significant improvements in family guardianship following targeted guidance and support. With increased cooperation from guardians, the outcomes of judicial assistance and correctional efforts have been notably effective. Most of the minors have successfully gained employment and reintegrated into society, while some have returned to school or been admitted to vocational colleges. Third, a strong focus on promoting innovative and replicable practices. On the basis of ensuring effective case-specific interventions, the initiative actively explores institutional innovation by summarizing exemplary practices and developing replicable and scalable models, thereby advancing the overall quality and effectiveness of family education guidance work.
