TC260 Seeks Comments on Personal Information Protection Requirements for Minors' Products and Services

Recently, the National Technical Committee 260 on Cybersecurity Standardization Administration of China (TC260) has released the Data Security Technology — Personal Information Protection Requirements for Minors' Products and Services (Draft for Comment) (the "Draft") and the Cybersecurity Technology — Technical Requirements for Minors Mode in Mobile Internet (Draft for Comment), which are now open for public comment. The deadline for submitting comments is September 27, 2025.

The Draft outlines general principles and rules for the protection of personal information in products and services for minors, along with requirements for personal information processing, security safeguards, and security requirements related to emerging technologies and applications. The Draft classifies personal information protection requirements for minors' products into three levels: basic protection, enhanced interaction, and age-appropriate optimization. It emphasizes that, given the wide variety of minors' products and services, the applicable requirements should be selected based on the specific features, functions, and target users of the product or service. If certain requirements are deemed inapplicable, the reasons should be clearly stated.
