China Issues Provisions on the Accountability System for Ecological and Environmental Protection for Local Party and Government Leading Cadres

Recently, the General Office of the CPC Central Committee and the General Office of the State Council have issued the Provisions on the Accountability System for Ecological and Environmental Protection for Local Party and Government Leading Cadres (for Trial Implementation) (the "Provisions"), with effect on the date of issuance.

According to the Provisions, the principal leaders of local Party committees and governments at the county level and above shall serve as the primary persons responsible for ecological and environmental protection in their respective regions and bear overall responsibility for the quality of the local ecological environment. Other members of the leadership team shall, in accordance with their respective duties, strictly fulfill their ecological and environmental protection responsibilities and assume leadership responsibility for environmental protection in the industries or fields under their supervision. The Provisions further clarify the ecological and environmental protection responsibilities of principal leaders of local Party committees, principal leaders of local governments at or above the county level, and designated officials in charge of ecological and environmental protection within local governments at or above the county level. The Provisions also stipulate that the implementation of the accountability system by local Party and government leading cadres shall be an important component of performance evaluation in ecological and environmental protection, and call for strengthening the application of evaluation results and rectification of identified issues.
