The Ministry of Agriculture and Rural Affairs and nine other authorities have recently issued the Implementation Plan for Promoting Consumption of Agricultural Products (the "Plan").
The Plan proposes strong and effective measures to expand the consumption of agricultural products by optimizing the supply side, innovating the circulation side, and stimulating the market side. It aims to unlock the potential for diversified, high-quality, and differentiated consumption, guide the upgrading of the supply-demand structure, and sets out 23 specific measures across nine key areas. To optimize the supply of green and high-quality products and meet multi-level consumer demand, the Plan calls for (1) enhancing the development of "Three Products and One GI" (i.e., pollution-free agricultural products, green food, organic agricultural products, and geographical indications of agricultural products); (2) advancing quality evaluation and classification; (3) developing new types of processed agricultural products; and (4) innovating local specialty foods. Regarding the use of e-commerce platforms to improve the quality and efficiency of online consumption, the Plan highlights two major initiatives: on one hand, it calls for tapping into the potential of online sales by deepening the implementation of the "Internet +" initiative to facilitate the movement of agricultural products from rural areas to urban markets. On the other hand, it promotes the development of livestream e-commerce by encouraging platforms to support, on a public-interest basis, a number of distinctive and promising rural areas, and to cultivate a group of grassroots farmer livestreamers.
