MCT to Launch Pilot Program for the Development of the Credit Economy in the Culture and Tourism Market

The Ministry of Culture and Tourism (MCT) has recently issued the Circular on Launching the Pilot Program for the Development of the Credit Economy in the Culture and Tourism Market (2025–2026) (the "Circular").

According to the Circular, a number of pilot regions will be selected nationwide to carry out a one-year pilot program aimed at developing the credit economy in the culture and tourism market. The program will focus on establishing and improving supporting mechanisms for credit system development, fostering a group of trustworthy enterprises, and cultivating pilot regions for credit economy development, thereby enhancing the role and value of credit in the market economy. The Circular outlines the following key tasks: (1) innovating credit-based regulatory mechanisms; (2) implementing credit commitment management; (3) promoting the application of credit evaluations; (4) advancing the sharing of credit information; (5) strengthening the identification and management of dishonest entities; and (6) enhancing the development of an integrity-based culture. Among them, the Circular emphasizes the need to improve supporting systems for full-process credit regulation, explore the establishment of credit management mechanisms for key occupational groups such as industry practitioners and holders of national professional qualifications, and reinforce the legal foundation for credit governance.
