SASAC Issues Administrative Measures for Development Planning of Central Enterprises

The State-owned Assets Supervision and Administration Commission of the State Council (SASAC) recently released the Administrative Measures for Development Planning of Central Enterprises (the "Measures"), with effect from June 1, 2025.

The Measures, consisting of 39 articles in six chapters, cover general provisions, development planning management mechanism building, development planning formulation, development planning implementation, development planning evaluation and adjustment, and supplementary provisions. The Measures call for strengthening the guiding role of development planning, stressing industrial orientation, guiding central enterprises to fully, accurately, and comprehensively implement the new development philosophy, enhance core functions and core competitiveness, focus on strengthening, expanding and optimizing state-owned capital and state-owned enterprises, accelerating layout optimization and structural adjustment, and promoting the "three concentrations" of state-owned capital. The Measures, for the first time, establish a three-tiered planning system for state-owned assets and central enterprises in an institutional form, namely "central enterprise's overall development planning + key task planning + enterprise planning," requiring that these three-tiered plans shall be studied, formulated, and implemented simultaneously. Meanwhile, the Measures stress the efforts to establish closed-loop management mechanisms at both the state-owned assets supervision and central enterprise levels, creating a joint force to promote high-quality development of central enterprises.
