The General Office of the State Council has recently issued the Opinions on Further Strengthening Welfare Protection for Children in Difficult Situations (the "Opinions").
The Opinions uphold the principles of giving priority to children's development and acting in their best interests, and following the approach of ensuring basic needs, optimizing services, safeguarding rights, and promoting development, aim to strengthen scientific classification and enhance targeted identification to effectively improve the welfare protection for children in difficult situations. The document outlines the development of six key systems to improve the welfare framework for these children, specifically: (1) consolidating the basic living support system; (2) optimizing the medical rehabilitation service system; (3) improving the basic public education service system; (4) establishing a mental health care and support system; (5) strengthening the personal safety protection system; and (6) enhancing the statutory guardianship responsibility system. According to the Opinions, healthcare security will be strengthened by facilitating the inclusion of migrant children in basic medical insurance schemes at their place of residence and improving cross-regional settlement services. Medical assistance measures will be further refined, with differentiated implementation of premium subsidy policies, including full subsidies for orphans to participate in basic medical insurance.
