The General Administration of Customs (GAC) and five other departments have jointly issued Announcement [2025] No. 83, clarifying the adjustments to the management measures related to special customs supervision areas, bonded supervision premises, and processing trade outside these areas. The Announcement shall come into force from June 10, 2025.
According to the Announcement, for the bonded business involving the import of four types of controlled goods from overseas conducted in the special customs supervision areas and bonded supervision premises, and by processing trade outside these areas, dedicated account books shall be established. Goods from overseas that fall under the four types of control measures and are not entered into the dedicated account books shall not be bonded. Goods subject to additional tariffs for the purpose of imposing retaliatory tariffs may be imported into existing bonded account books (hereinafter referred to as the "ordinary account books") provided that they are eligible for relevant exclusion measures and all additional tariffs have been excluded, except where the goods are simultaneously subject to other measures. The Announcement also specifies that goods imported from overseas under the four types of control measures and their finished products from bonded processing may be circulated between dedicated account books under bonded status but cannot be transferred to ordinary account books under bonded status.
