Nine Authorities to Further Optimize Environmental Regulation of Motor Vehicles

Recently, the Ministry of Ecology and Environment (MEE) and eight other authorities have jointly issued the Opinions on Further Optimizing Environmental Regulation of Motor Vehicles (the "Opinions").

Focusing on vehicle emissions—particularly from trucks—the Opinions aim to define the responsibilities of all parties involved in vehicle manufacturing, ownership, usage, and services. By leveraging technological tools and interdepartmental coordination, the initiative seeks to improve regulatory precision and efficiency, ensure compliance, reduce pollution, and contribute to the continued improvement of ambient air quality. The Opinions propose piloting a differentiated periodic emission inspection system for trucks. Specifically, diesel trucks with a gross weight exceeding 3.5 tons must be equipped with remote onboard emission monitoring terminals and submit relevant emissions data to the environmental authorities as required. If the terminals operate normally and the emission data consistently meets standards throughout the inspection cycle, provincial environmental authorities may exempt such vehicles from the station-based emission inspection for that cycle. Additionally, the Opinions call for incorporating truck random inspections into routine regulatory and enforcement plans. These inspections will focus on issues such as the improper use of pollution control devices. For vehicles found to have problems, the environmental authorities will provide guidance and urge timely repair and remediation. Vehicles that fail to rectify issues within the required timeframe or repeatedly violate regulations will be placed on a key regulation list.
