The General Office of the National Development and Reform Commission (NDRC) has issued the List of Demonstration Projects Featuring Advanced Green and Low-carbon Technologies (First Batch) (the "List"), with a circular being distributed simultaneously to arrange for relevant work.
The List identifies a total of 47 projects, including the "domestic development and demonstration application project for deep-sea floating wind power" and "150,000 kw high-efficiency and low-speed wind power demonstration project". For each project, the direction, development content, region, implementation subject, along with other information, are provided. The circular further stipulates that, to strengthen the protection of project elements, all localities and departments shall guide project entities to ensure solid work in land use approval, planning permission, energy conservation review, environmental impact assessment, among others, guide financial institutions to increase financing support, and encourage social capital to participate in the development of demonstration projects in various forms. The NDRC shall make overall use of existing investment channels within the central budget and actively support the development of qualified demonstration projects. The circular also calls for enhancing supervision and management of the entire process and ensuring solid reserves for subsequent projects.
