Five Authorities to Ban Overseas Organizations and Individuals from Running Internet Religious Information Services in China

The National Religious Affairs Administration and four other authorities have recently issued the Administrative Measures for Internet Religious Information Services (the "Measures") for implementation from March 1, 2022.

The Measures specify that, to carry out any internet religious information service, an application shall be made to the religious affairs administration of the provincial people's government at the business location; permission condition, application materials, use of name, time limit for acceptance, and other matters are also clarified. The Measures require that online preaching can only be organized and carried out by religious groups, religious schools, temples and churches that have obtained the license for internet religious information services. According to Measures, except as stipulated in Articles 15 and 16 of the Measures, no organization or individual may preach any religion on the internet, carry out any religious education or training, publish any preaching content, repost or set up link to any relevant content, organize or carry out any online religious activity, or livestream or play the recording of any religious ritual. Furthermore, the Measures prohibit any organization or individual from carrying out any fundraising on the internet in the name of religion.
