The Certification and Accreditation Administration of China ("CNCA") has recently issued the Implementing Rules for the Certification of Transportation Card Products: General Requirements (the "Rules"), immediately effective from the date of issuance.
According to the Rules, the certification of transportation card products mainly applies to transportation cards (including card chips, embedded software for card chips, cards, card applications, and wearable devices), products installed in cellphones, processing terminals and systems. The Rules explicitly state that a certification agency shall have in place ten or more full-time certification personnel, and such personnel shall, as a group, specialize in all six areas as provided by the Announcement on the Catalog of Fields Subject to Voluntary Certification and the Requirements for Qualification Examination and Approval and satisfy requirements for necessary abilities. A certification agency shall be technically capable of performing relevant tests and inspections in certifying transportation card products. Furthermore, the Rules clarify that the basic certification mode begins with the product testing, followed by the initial factory inspection, and ends with the post-certification supervision (in the form of factory inspections and random sample tests). The basic certification process comprises five steps, including "filing and acceptance of certification applications".
