The Certification and Accreditation Administration of China ("CNCA") has recently released the Announcement on Adjusting the Standards Adopted as the Basis of Compulsory Certification for Automobile Products (the "Announcement").
From the date when this Announcement is released, standards set out in this Announcement shall also become part of the basis of automobile product certification as provided in the corresponding implementing rules for compulsory product certification, and the designated certification agencies shall, in accordance with applicable standards, perform the certification and issue certification certificates. The Announcement reads that certification certificates that have been obtained for relevant products may still be valid for another one year from the date when this Announcement is released. Also, the Announcement clearly states that for automobile products for which the certification certificates have been obtained, no more tests will be required if there are no new testing items, and the new certification certificates may be issued directly for these products; however, in case of any new testing items, additional tests shall be performed, and the new certification certificates may be issued to replace the previous ones if the products pass the additional tests; as for relevant products that have been transported out of factory, sold or imported before the end of the transition period, there is no need to substitute the new compulsory product certification certificate in the sale process, but requirements set forth in other relevant laws and regulations shall be fulfilled.
