MOE to Work Together with Cyberspace Regulators on Rectifying the Chaotic Situation of School Apps

The General Office of the Ministry of Education ("MOE") has recently issued the 2019 Key Tasks on Educational Informatization and Cybersecurity (the "Key Tasks").

With the focus on ten core objectives, including "moving forward with the popularization of digital resources and services, constantly expanding the coverage of good-quality educational resources and boosting the capacity to supply educational services", the Key Tasks outline major work in eleven respects, such as "improving the overall planning and arrangements for educational informatization and cybersecurity" and "launching a campaign to popularize digital resources and services in all aspects". Among others, the Key Tasks call for fully regularizing the management and use of applications developed for school students and taking joint actions with cyberspace regulators to rectify the chaotic situation of such applications targeting on-campus students. Also, efforts shall be made to research and enact the opinions governing the management of school applications, regulate the introduction of such applications developed by third parties and the development of school applications by schools themselves, and explore ways to establish a long-term mechanism for the management of school applications. Meanwhile, other measures will be taken to enhance the capacity for and the quality of cultivating cybersecurity talent, instruct and encourage vocational schools where conditions permit to introduce the cybersecurity-related majors, and continue to expand the scale of efforts at cultivating cybersecurity-related talent.
