The National Afforestation Committee ("NAC") and the National Forestry and Grassland Administration ("NFGA") have recently distributed the Circular on Ensuring Practically Effective Work on Land Afforestation in 2019 (the "Circular").
The Circular calls for "constantly advancing the large-scale land afforestation program and accelerating the restoration of forests, grassland and vegetation", "moving forward innovatively with the voluntary tree planting and departmental greening campaign to create a favorable atmosphere for all-people participation in afforestation", etc. Among others, the Circular states that, all regions shall give consideration to their local actualities, highlight local characteristics, nurture dominant industries, create competitive products, and develop green and enriching-the-people industries, including "woody grain and oil", "under-forest economy", "bamboo, rattan and flowers", and "forestry and grassland tourism". They are also required to carry out programs for building the national forest reserves, according to the planning, and establish bases to produce good-quality and valuable large-diameter timber. Moreover, the Circular stresses the need to further ease limits on and vitalize the right to operate collectively-owned forests, encourage the development of new forms of forest operators, such as joint-stock forest farms, specialized cooperatives, household forest farms, and large-size businesses, and create a number of professional enterprises specialized in ecological protection and restoration.
