STA Arranges This Year's Work on Deepening VAT Reform

The State Taxation Administration ("STA") has recently distributed the Circular on Working Effectively on Deepening the Value-added Tax Reform in 2019 (the "Circular").

The Circular calls for rigorous working standards, adding that in addition to reductions in value-added tax (VAT) rates, this reform will also bring other policies and measures, such as extra deductions. Meanwhile, the Circular clearly states that foundations for tax levies and administration shall be consolidated and this requires all levels of tax authorities to achieve the consolidation by keeping up with changes in and new requirements for tax levies and administration brought by the deepened VAT reform. The STA will take charge of optimizing and improving certain information systems, such as the information system for the Golden Tax Project Phase III, organizing the joint debugging and testing, and maintaining and upgrading these information systems. In addition, the Circular calls for the optimization of taxpayer services, adding that all levels of tax authorities shall put into effect requirements for deepening the reform of "streamlining administration, delegating power and strengthening administration, and improving services", further firmly establish the taxpayer-oriented idea, seek comments from taxpayers and learn about their needs in respect of difficulties and obstacles faced by them in the process of handling tax matters, take comprehensive measures, pay attention to taxpayer experience, launch service measures, innovate the ways in which their services are delivered, and do their utmost to provide more convenient taxpayer services of higher quality.
