Technical Q&A for the Third National Land Survey Issued

The Office of the Leading Group for the Third National Land Survey of the State Council has recently issued the Technical Questions and Answers for the Third National Land Survey (the "Q&A").

The Q&A provides answers to questions of three types in relation to "basics", "work classification and marks" and "formation of databases". In response to the question "how to survey the newly-added arable land that has not been yet used to supplement the total arable land available or for projects under the linkage between the growth in urban construction land and the decrease in rural construction land? And whether there is any impact on the future supplement or on the availability of quotas for such linkage, the Q&A clarifies that the survey shall be conducted according to current situations on the spot and the future use of quotas for such supplement or linkage shall be subject to the database of land reserves reported nationwide in a unified manner. As to "how to survey areas between trunk roads in downtowns and land used for commercial services and residential land", the Q&A indicates that details about urban planning shall be collected, adding that such areas shall be surveyed as the land used for urban, rural and village roads, if locating within red lines of city roads, be included into the pattern spot for an adjoining parcel, if covered by the parcel ownership, be surveyed according to actual uses, if the actual uses could be determined, and be surveyed according to the planned use purposes, if the land has not been exploited yet.
