The Flight Standards Department of the Civil Aviation Administration of China ("CAAC") has recently released the Measures for Suitability Assessment for Primary Aircrafts Used in the Training for Commercial Pilot License and Instrument Rating (Draft for Comment) (the "Draft for Comment") for public consultation by March 26, 2019.
According to the Draft for Comment, a primary aircraft to be used in the training for commercial pilot license and instrument rating must fulfill the following six basic requirements, two of which read: "its structure shall meet five requirements, such as being equipped with the tricycle landing gear" and "its performance shall meet six requirements, ,such as carrying the maximum takeoff weight of at least 550 kilograms". In addition, the Draft for Comment sets forth assessment requirements in seven aspects. For example, a primary aircraft passing the assessment may be used for the types of training, checks and exams in relation to commercial pilot license or instrument rating, as assessed suitable, except for propeller-related flying subjects. Furthermore, the Draft for Comment expressly states that manufacturers intending to conduct the suitability assessment for primary aircrafts may make inquiries about the standards and procedures for the suitability assessment for primary aircrafts with the CAAC's Flight Standards Department and obtain the relevant normative documents and information on applicable policies.
