The General Office of the Ministry of Ecology and Environment ("MEE") has recently issued the Stationary Source Emissions – Determination of Oil Fume and Oil Mist – Infrareds Spectrophotometric Method (Draft for Comment) (the "Draft for Comment") to seek comments from the entities concerned by April 15, 2019.
The Draft for Comment provides for the infrareds spectrophotometric method used to measure and determine the oil fume and oil mist in stationary source emissions, and applies to the determination of oil fume and oil mist in stationary source emissions. Further, the Draft for Comment clearly specifies how the relevant method works, adding its principle is that the oil fume and oil mist will be first adsorbed on filter cartridges and then undergo the ultrasonic extraction process in tetrachloroethylene, with the extract solution measured under the infrareds spectrophotometric method to determine the content of oil fume and oil mist. Unless otherwise stated, it is required to use analytic reagents that meet the national standard during the analysis process. Moreover, the Draft for Comment requires that all the waste produced in laboratories (including the raffinate left after tests) must be stored in closed containers and qualified entities shall be entrusted to recycle and process such waste.
