The General Office of the State Administration of Traditional Chinese Medicine ("SATCM") has recently issued the Basic Specification for Informatization in Hospitals of Traditional Chinese Medicine (Revised) (Draft for Comment) (the "Draft for Comment") and the Specification for Basic Functions of Information Systems of Hospitals of Traditional Chinese Medicine (Revised) (Draft for Comment) to seek opinions from the departments and entities concerned by March 29, 2019.
Compared with the previous version, the Draft for Comment introduces major revisions as below. The first is expanding the system classification of the specification; the second is understanding new demands for informatization and enriching connotations of the specification; the third is highlighting characteristics of traditional Chinese medicine (TCM); and the fourth is absorbing relevant new standards and new specifications; and the fifth is slightly adjusting the basic structure. Among others, the Draft for Comment expressly states that efforts shall be made to enhance basic requirements for information technologies and management, enumerate main functions of business applications of hospitals specialized in TCM, and highlight the informatization with TCM characteristics based on electronic TCM medical records, including hospital information platforms, the decision-making for TCM clinical diagnosis and treatment, internet-based TCM hospitals, and the graded evaluation of the informatization level of electronic TCM records.
